In short

To send cargo by air within Russia, a private person needs a passport and the consignee's details: full name, passport and phone. A company needs the details of both companies and a power of attorney for whoever delivers the cargo. The consignee collects the cargo with a passport.

To send cargo by air within Russia, a private person needs their own passport and the consignee's details: full name, passport series and number, phone. A company needs the details of the shipper and the consignee and the phone numbers of the people who deliver and collect the cargo. If the cargo is delivered by someone other than the company head, a power of attorney is also needed. Dangerous and other special cargo needs separate documents. The consignee collects the cargo at the destination airport warehouse with a passport, or a representative does it with a power of attorney.

CargoBooking is an air freight forwarder in Moscow working since 2019 and an Aeroflot cargo agent since 2019. We issue air waybills and documents for Aeroflot flights ourselves. More in About CargoBooking. Write to us in English or Russian.

Why is cargo not accepted without documents?

Because the air waybill (the contract of carriage for the cargo) is issued based on the shipper's documents. Under clause 57 of the Federal Aviation Rules FAP-82, the Russian general rules for air carriage (text on Garant, in Russian), the waybill is issued on the basis of two papers: a cargo carriage application signed by the shipper and the shipper's identity document. If a representative delivers the cargo, a power of attorney and the representative's identity document are needed. Data as of October 19, 2026.

The shipper must give accurate and sufficient information for the waybill (clause 60). Special cargo must be stated in the application (clause 59).

A customs declaration is not needed for flights within Russia.

Which documents does a private person need?

To send cargo through us, this information is enough:

  • full name, passport series and number, and mobile phone of the shipper;
  • the same for the consignee. Without the consignee's passport details the cargo will not be released;
  • what the cargo is: a short list of contents and the number of pieces.

On its cargo transportation page, Aeroflot lists four types of documents for private persons: a passport or other identity document, a list of the cargo contents, a safety data sheet for special categories of cargo, and accompanying documents depending on the type of cargo (page data as of September 2026).

If a private person brings their own cargo to the terminal, no power of attorney is needed. A passport is enough.

Which documents does a company need?

  • Company details sheets of the shipper and the consignee: name, INN (Russian taxpayer ID), KPP (Russian tax registration reason code), address.
  • Mobile phones of the employees who deliver and collect the cargo.
  • A power of attorney for the employee or driver, if the cargo is delivered by someone other than the company head.

At Moscow Cargo, the cargo terminal at Sheremetyevo, the shipper's representative hands over the air waybill and the cargo acceptance form at the gate and shows a power of attorney to hand over cargo. The Document templates page has a one-time and a standing power of attorney for handing over and collecting cargo on behalf of a legal entity, the cargo acceptance form and the shipper's carriage application. The step-by-step drop-off is in our guide How to drop off cargo at Sheremetyevo.

If a truck brings the cargo to the airport, road transport rules apply to that trip, including the rules on the ETRN (the Russian electronic consignment note for road transport).

Which documents are needed for special cargo?

For some cargo, the shipper and consignee details are not enough:

CargoWhat to prepare
Dangerous goodssafety data sheet of the substance (MSDS), shipper's declaration for dangerous goods, a guarantee letter about collection at the destination airport if needed
Cargo with lithium-ion batteriesinformation letter in the Moscow Cargo terminal form
Medicinesguarantee letter in the Moscow Cargo terminal form
Perishable cargodocuments confirming the quality and safety of the products

The documents needed for dangerous goods approval are listed in the Aeroflot procedure (in Russian). Aeroflot decides on such cargo no later than 24 hours after it receives all the documents. For high-consequence dangerous goods it can take longer, so book dangerous goods in advance. Which destination airports accept which classes is in our guide Dangerous goods by air: Russian airports.

Templates of the letters for batteries and medicines are on the same Moscow Cargo page. Your manager will tell you the exact set of documents for your cargo.

What does the consignee need at the destination airport?

The cargo is released at the destination airport to the consignee named in the waybill (clause 205 of FAP-82), and only after all charges are paid (clause 206). Usually the consignee brings:

  • the original passport or other identity document;
  • the air waybill number: we send it after departure;
  • the original power of attorney, if the cargo is collected by someone other than the consignee or by a company representative.

Requirements differ between warehouses in small details. Three examples from official websites:

  • Vladivostok. According to the information for consignees, you need the originals of the passport, the power of attorney (if needed) and the notification telegram, if one was sent. The website has power of attorney forms, including form M-2.
  • Ufa. According to the airport page, a private person only needs a passport; a company representative needs a power of attorney and a passport.
  • Moscow, Sheremetyevo. According to the Collect cargo page, the consignee gives the waybill number, the INN of the party paying for the services and the vehicle's license plate number, and shows the original identity document. A representative also shows the original power of attorney. If someone other than the consignee pays the warehouse, an original instruction letter from the payer is needed.
